The City of Tucker provides the public with an opportunity to participate in meetings by allotting time for public comment at the beginning of specific public meetings. In order to participate, commentors may sign-up in person 15 minutes before the start of the meeting. Each commentor is allowed 2 minutes to speak. The Mayor and Council are there to listen and are not allowed to respond.

Public Comment Rules of Decorum and Public Hearing Procedures

Public Comment Rules of Decorum

RULES OF DECORUM – RESOLUTION 2016-03-03

At all meetings of the City Council, the following rules of decorum shall apply:

  • Speakers must sign in upon arrival.
  • Public comment is limited to two minutes per person.
  • Speakers shall not address any council member or staff by name or implication.
  • Public comment is an opportunity for citizens to address the council. It is not an opportunity for dialogue. Communication is one-way.
  • All members of the public and all public officials are permitted to tape or video record public meetings, as long as equipment does not disrupt or distract from meeting.
  • Recording is not permitted in any form during executive session.
  • Failure to comply forfeits the speaker’s remaining time and refusal to yield may result in expulsion from the meeting.
Public Hearing Procedure

MAYOR AND CITY COUNCIL CONDUCTING PUBLIC HEARING PROCEDURE – RESOLUTION NO. 2016-03-02

The City Clerk will call items on the agenda for the public hearing. The Staff shall make a presentation of the item, after which Mayor and Council may ask questions of the Staff or other city representative providing the report or recommendations.

After presentation by staff, the Mayor will call for a show of hands of those persons who wish to appear in support of the item. At this time, each person shall receive a time period of two (2) minutes to present their case up to the entire allotment of ten (10) minutes. If a large number of people wish to speak, it may be advisable to designate a spokesperson to make the presentation. Any member of the Council, upon recognition by the Mayor, may ask questions of the person. The period of questions from council shall not be deducted from the ten (10) minute period. The city shall not be obligated to provide the full ten (10) minute period if it is not elected to use that much time.

Next, the Mayor shall call for a show of hands of those persons who wish to appear in opposition. Opposition shall be granted a time period of (10) minutes at the public hearing to present data, evidence and opinions. If a large number of people wish to speak, it may be advisable to designate a spokesperson to make the presentation. The city shall not be obligated to provide the full ten (10) minute period to the opponents if they elect not to use that much time. Any member of the Council, upon recognition by the Mayor, may ask questions of any person giving public comment. The period of questions from council shall not be deducted from the ten (10) minute period.

After completion of this procedure, the Mayor will indicate that the public hearing is closed. Upon closing of the public hearing, there shall be no more addressing of the Mayor or Council by either side.
